This is the programmable logic array unit for the addition function. The
inputs include RESTART, Operation Code 1 and Operation Code 2. The outputs
include LOW (controls the top/bottom bits of the final result for output),
CONTROL (controls the top/bottom bits of the inputs), Op (controls
addition/subtraction function), STAGE_C (normalization step), STAGE_B
(mantissa addition step), STAGE_A (exponent comparison step).
